How will the political vision underlying the EU’s new neighbourhood policy evolve? What are the implications? Is the EU’s policy adequately resourced? What impact will it have on the political and economic development, and security, of the Eastern neighbours? How will the aim of integrated transport, energy and telecommunications be achieved? Do the new neighbours have a prospect of eventual membership?
