In this second instalment of the Jubilee Dialogue series, David Lidington, Minister of State at the FCO, led a roundtable discussion which considered the challenges Europe faces in defining its place in the world in the near future.
The Minister was joined by former Foreign Secretary, Lord Hurd and former Counsellor at the European Union External Action Service, Sir Robert Cooper in summing up the current situation in Europe and its policy implications. Almut Möller from the German Council on Foreign Relations (DGAP) also provided the perspective from Germany, a state with a key role in defining the approach Europe will take. Participants with backgrounds in academia, journalism, business, NGOs and government added to the discussion and highlighted a diverse range of issues around governance, economic prosperity, security and diplomacy.
In particular, attention was drawn to the need for reform of the institutional, political and economic structures of Europe in response to the weaknesses that the recent financial crisis has made apparent; the need to both maintain the democratic traditions of Europe and address the demographic pressures and expectations of the electorate which are currently unsustainable; and the need to create an international system which reflects the realities of a new, multi-polar world and develop a discourse which engages fully with emerging powers.
