Julia Purcell

Programme Director

Julia leads on programmes in the human rights series, including migration, modern slavery, women, peace and security, drugs policy, privacy and security and counter-terrorism. An experienced facilitator, Julia also runs the annual ‘Futures’ conference and regular discussions on soft power.

Prior to joining Wilton Park in 2005, Julia was International Manager at the Refugee Council having been responsible for contingency planning in the refugee sector. In 1999, she was the UK Co-ordinator of the Kosovan Humanitarian Evacuation Programme, working with government to ensure the safe reception of refugees into the UK.

In 1993, she was seconded to UNHCR, Western Afghanistan on the emergency shelter programme for refugees returning from Iran. Previously, she worked as a welfare rights adviser.

Julia read English Language and Literature at Hull University (BA Hons). She is an accredited Action Learning facilitator (Institute of Leadership and Management).
