The SMT provides strategic leadership to Wilton Park, offering support and advice to the Chief Executive to ensure the effective running of Wilton Park.

Tom Cargill, Chief Executive

Previously the CEO of British Expertise International, Tom brings his extensive experience in UK foreign policy, trade, international development and infrastructure. Tom has served as founder, CEO and remains Chair of the not-for-profit British Foreign Policy Group. He previously developed an international Business Development Strategy for the engineering multinational, Bechtel, and spent 10 years at Chatham House.

Jo Lawrance, Chief Operating Officer

Jo joined Wilton Park in June 2001 where her early positions included responsibility for communications, operational delivery and change. Since 2018, Jo has held the position of Chief Operating Officer and leads a large and dynamic cross functional team, responsible for operational and event delivery, communications and strategic projects. A CIPR Accredited PR Practitioner, Jo also has responsibility for the effective management of Wiston House, as well as all other operating locations.

Helen Moore, Director Finance

Helen joined Wilton Park in January 2022 following a career in people-based services in organisations delivering care services, producing video games and tour operating. Helen’s strengths are making finance understood by the whole organisation creating a culture of cost awareness and ownership, developing people and encouraging open dialogue to help the organisation grow. She is committed to continuous improvement and always looking for an easier solution to a problem. Helen is a member of the Chartered Institute of Management Accountants.

Neil Briscoe, Head of Policy

Neil joined as Head of Policy in January 2023. His areas of interest are multilateralism, peace and security, and international development. Previously, he worked for the UN in the Peacekeeping Department, the Security Council and the Secretary-General’s Office; the UK’s Department for International Development, in London, Rome, Jerusalem and Kathmandu; and the UK’s Foreign Commonwealth and Development Office, as head of the UN and Multilateral Department. He studied Modern Languages at the University of Cambridge (BA, Hons), Russian and East European Studies at Yale University (MA), and International Relations at the University of Oxford (MPhil and DPhil).
