  • What is the threat from a terrorist attack using chemical, biological, radiological or nuclear (CBRN)weapons? Can low-tech methods be similarly destructive?
  • Does the nexus between counter-terrorism and counter-proliferation function effectively?
  • How can police work, intelligence and military operations be properly coordinated in thwarting terrorist attempts to acquire CBRN weapons?
  • How can effective consequence management techniques be implemented?
