With increasing global urbanisation comes increasing risk of urban disaster; but what constitutes an urban disaster? We examine crime and civil control; the role of the UN and the problem if host nations are un-willing to receive international aid.

Recorded during our meeting on Urban Risks, November 2010. We are in conversation with Sir John Holmes, Director, The Ditchley Foundation, Chipping Norton, UK; former Under Secretary General for Humanitarian Affairs and Emergency Relief Coordinator, United Nations
