Julia Purcell

Julia leads on programmes in the human rights series.

Julia’s thematic work includes migration, LGBTI+ rights, modern slavery and organised crime. She has led Wilton Park work on Conflict Related Sexual Violence since the inception of the Preventing Sexual Violence Initiative in 2012. An experienced facilitator, Julia also convenes discussions on soft power and modern diplomacy.

Prior to joining Wilton Park in 2005, Julia was International Manager at the Refugee Council including oversight of emergency planning in the refugee sector. In 1999, she was the UK Co-ordinator of the Kosovan Humanitarian Evacuation Programme, working with government to ensure the safe reception of refugees into the UK.

In 1993, she was seconded to UNHCR, Western Afghanistan on an emergency shelter programme for refugees returning from Iran. Previously, she was a welfare rights adviser, working with marginalised communities in the UK.

Julia read English Language and Literature at Hull University (BA Hons). She is an accredited Action Learning facilitator (Institute of Leadership and Management).
