Crafting a roadmap

A shared vision and framework for action is needed ahead of COP30. As a first step, a core coordinating group to fully develop a roadmap and oversee implementation towards COP will be formed. It was suggested that this could be under the auspices of CBFP, to foster initial actions and steps. The need for close engagement with the Brazilian government was also noted.

Elements that will be included within the roadmap, and their associated actions, include:

1. Vision and scope

  • Build core coordinating group, under CBFP auspices (to include regional and partner countries, regional institutions and international financial institutions)
  • Organise High Level Dialogue
  • Agree definitions and terminology (shift away from ‘Pledge’, ‘donor’, ‘recipient’)
  • Set scope and ambition, including utilising sectoral and expert opinion to define key objectives and ‘deliverables’ contributing to overall outcomes of what follows
  • Build wider coalitions beyond environment ministries for cross government buy in and coordination
  • Develop sub-teams to lead work streams

2. Mobilisation of Public Finance (Funds)

  • ODA & domestic finance
  • Climate funds & multilateral development banks
  • Philanthropies outreach & advocacy towards mobilisation

3. Mobilisation of Private Finance

  • Identification of private sector investment opportunities
  • Domestic & international finance mobilisation
  • Carbon markets development

4. Impact

  • Map, aggregate and streamline processes and actions towards deliverables to avoid replication
  • Identify avenues to support, strengthen and improve governance and existing institutions, including promoting increased regional coherence and coordination
  • Develop shared metrics around impact
  • Development of transparency mechanism (monitoring & reporting) and connected accountability mechanisms for all stakeholders
  • Identification of initiatives to connect and support at all levels
  • Invest in scientific and related research to enhance the underlying the evidence-base for policymaking.

5. Engagement

  • Develop narrative encapsulating conservation, development and prosperity, and linked communications strategy
  • Local communities and indigenous peoples network integration
  • Engagement with women and youth
  • Platforms for sharing and amplifying traditional knowledge
  • Improve access to science and data to all through appropriate platforms and communications methods
  • TFFF complementarity

Of critical importance is working in genuine partnership to develop and implement a future commitment. It will be necessary to be results and impact focused as well as finance focused to foster such a genuine partnership, and sustaining this partnership will demand transparency and accountability on all sides. Strong ownership by Congo Basin countries and their citizens will be critical for success.

New models of working will be required to achieve these outcomes, including increasing the level of trust in those institutions within the region, and ensuring that implementation is developed in consultation with representatives of local and community organisations. Thus, a commitment should be made not just to finance, but also to the processes for working together and delivery.

Throughout the exchange, participants indicated their high level of commitment towards continuing to work together and to exploring ways to facilitate a successor to the Congo Basin Pledge that will help to both enhance the livelihoods of its people and maintain its forests.
