Steps to build an action plan for LLA

The below outlines the process followed over the two days.  

Step 1 – Building consensus on the future of LLA

Participants discussed the priorities on which to focus to bring LLA to scale by 2030, which evolved into five thematic areas of addressing the inaccessibility of finance, strengthening communications and advocacy, packaging and generating evidence, increasing institutional support for LLA, and building government leadership. This step 1 allowed participants to discuss potential actions and solutions.

Step 2 – LLA 2030 future state: laying foundations

In multi-stakeholder groups, participants identified 25 overarching actions and requirements for any or all stakeholders to bring LLA to scale within the five thematic areas. (see Chapter 3)

Step 3 – Action Lab
In single stakeholder groups, participants built upon the previous conversation and agreed a more detailed range of actions and tangible steps that their single stakeholder group could specifically take within the five thematic areas.

Step 4 – World Cafe

In multi- stakeholder groups, participants used an iterative process to co-create rallying language for a vision and mission statement to empower action to support the vision and mission for LLA.

Step 5 – Action Boards

From the huge range of actions and tangible steps collectively identified, this exercise enabled participants, according to their stakeholder group, to specifically state which actions they support the most, which they prioritise, and which they commit to enact. This provided a list of the five most popular actions to take, which are listed in the summary.

The next chapter ‘Thematic areas’ details the actions and shortlisted priority actions identified in steps 1 and 2. During steps 3 and 5, participants stated which further specific actions they and their stakeholder group could support (see Annex).
