The third event in this annual series will explore the factors that distinguish the deterrence dynamic in the High North, and how to best tailor strategy for it.

A key theme will be intra-war deterrence. How can Russia be persuaded that even if general deterrence has failed there is nothing to be gained from limited use of nuclear weapons? If that threshold is anyway crossed what is the appropriate response?

Key questions

  • What are the main components of NATO’s deterrence posture in the High North and the relationships among them?
  • What steps do Nordic states see as necessary and possible ways to strengthen deterrence?
  • How can Russian first use of nuclear weapons be deterred?
