Outcomes Statement: Reinvigorating the response to antimicrobial resistance (AMR): from aspiration to implementation

Antimicrobial Resistance (AMR) is a global health security threat, affecting the health, lives, and livelihoods of people worldwide and requiring a One Health response.

Over 18 months, Wilton Park and partners convened stakeholders across One Health in a series of dialogues to explore opportunities and challenges to reinvigorate the response to AMR.

The first three dialogues, held between April and December 2023, focused on engaging parliamentarians and decision-makers to understand how AMR can be repositioned as a political priority, and the importance of presenting clear and compelling asks to public and private sector stakeholders across human and animal health. The third dialogue informed the development of an outcomes document to support advocacy efforts ahead of the United National High-Level Meeting in September 2024, and the resulting Political Declaration on AMR.

The UN HLM was followed by an intense period of activity, including AMR meetings in Berlin at the World Health Summit (October 2024), the 4th Global High Level Ministerial Conference on AMR held in the Kingdom of Saudi Arabia (November 2024), and AMR meetings at the World Economic Forum (January 2025).

Against this backdrop, the fourth dialogue in the Wilton Park series, held in February 2025, convened key stakeholders with the goal of exploring how the community will now transition from commitments to implementation, taking a One Health approach to addressing the health, social, and economic impacts of AMR. The dialogue bought together stakeholders from public and private sectors, civil society and patient groups with representatives from high, middle and low income countries with expertise in human and animal health and the environment.

This Outcomes Statement summarises the key themes discussed, the priority commitments identified, and the actionable initiatives delegates agreed to take forward.
