Activities that require resourcing (both financial and human capital) to address AMR compete with other pressing global issues such as climate change for resources both nationally and globally. A changed global health funding landscape coupled with reductions in overseas development aid (ODA) pose additional challenges to securing critical funding for National Action Plans, only 5% of which are currently fully funded.
Action: Financing: Multisectoral stakeholders can advocate for resource mobilisation for the AMR Multi Partner Trust fund calling for $100 M to support the funding of National Action Plans. A clear AMR business case is needed to target finance ministers and development banks that integrate key strategic AMR interventions across One Health sectors. Different delegates at the dialogue have the evidence base and communications skills to work with country partners to develop business cases and more can be done to coordinate, share and analyse existing data and case studies to develop business cases for investing in initiatives to address AMR.
Action: Prioritisation framework: A prioritisation framework for funding vaccine development for both humans and animals should be developed. Use of new and existing vaccines can help reduce the use of antimicrobials and help combat AMR. Investment cases for financing vaccines can be developed with the implementation of pilots for different funding models in time for discussion at the 5th Global High Level Ministerial Conference on AMR to be held in Nigeria in 2026.
