Key areas for action: Framework to establish the Independent Panel for Evidence for Action against AMR (IPEA)

The IPEA represents one of the key opportunities of the Political Declaration on AMR, with the potential to provide guidance and recommendation at a global, regional and country level to help the effective implementation of National Action Plans (NAPs). The mandate within the PD is ambitious, and requires effective coordinated action by the Quadripartite, with input across Members States. The first key step in establishment of the IPEA is the design of a framework and timeline for an open and transparent Member State consultation process.

Action: A clear framework and timeline are required from the Quadripartite for the process for establishing the IPEA, including the sequencing of inputs required from State and Non-State Actors, along with a governance framework for its operation to ensure amongst other things that stakeholders are able to access and engage with the IPEA. Member States and stakeholders require notice of when inputs will be required from State and Non-State actors. It is noted that a roadmap for establishing an IPEA, along with proposed consultations has been published, the consultation process has commenced, and stakeholders are encouraged to engage.

Alongside and in support of the mandate given to the Quadripartite, delegates agreed the Multi Stakeholder Partnership Platform (MSPP) has an important role to play in coordinating AMR actors to contribute ideas for the governance framework for the IPEA. Discussion around content in terms of governance, scope, terms of reference and enrolment of members and dealing with conflicts of interest will take place allowing all stakeholders to feed into the Quadripartite led process and ensure buy-in. Clarity is needed as to how other structures, such as the Global Leaders Group (GLG), may interface with the IPEA and it is hoped these issues will be addressed as part of discussions regarding process.
